2018年8月11——14日，由丝绸之路城市联盟、北京丝绸之路合作与发展促进会、中国人民大学重阳金融研究院联合主办的首届“丝路青年梦想汇”大型国际青年交流活动在北京师范大学成功举办。其间，活动主办方共同宣布成立“丝路菁英会”（以下简称“菁英会”），作为首届“丝路青年梦想汇”重要后续举措之一，以期为“一带一路”沿线各国青年交流与联谊提供长期平台，助力青年放飞青春梦想！
Silk Road Cities Alliance (SRCA) and Beijing Belt & Road Cooperative Community (BRCC), Chongyang Institute for Financial Studies of Renmin University of China successfully co-host a large-scale international youth exchange event entitled "Silk Road & Youth Dream" in Beijing from 11th to 14th August 2018. Silk Road Young Leaders Club ( hereinafter referred to as SRYC) was jointly launched by the hosts as a platform of exchange and networking for youth from countries along the Belt and Road in the wake of the success of the First “Silk Road & Young Dreams” in August 2018.
After the first Silk Road & Young Dreams, many founding partners of SRYC have provided many projects to the participants.
At the same time, office of Mr. Massimo D’Alema former Prime Minister of Italy, the China-Maldives Cultural Association, Nepal office of the International Non-Government Organizations - World Green Climate Association(INGO - WGCA), Harbin Electric Interantional Co., Ltd. and other organizations have make the preliminary confirmation that they will establish SRYC exchange bases in Maldives, Nepal, Italy and other places to provide more communication ,experience and development opportunities for youngsters and talents.
会员机制
Membership
1.凡参加“丝路青年梦想汇”活动的青年选手，均可自动成为菁英会会员。
All participants of “Silk Road & Young Dreams” are entitled automatically to SRYC membership.
2.未参加“丝路青年梦想汇”活动的“一带一路”沿线国家各界青年，只要支持“一带一路”倡议，志愿宣传“一带一路”精神，倡导“一带一路”青年交流与合作，可申请加入，获准后须缴纳100元人民币/年会费。
Youngsters from countries along the Belt and Road who have not participated in the 1st Silk Road & Young Dreams, but voluntarily support and advocate the concept and spirit of Belt and Road Initiative, contribute to the youth exchange and cooperation within the BRI framework, are welcome to apply for joining in SRYC. 100 RMB of annual fee should be paid by the approved applicant before membership is established.

Member Rights
1.会员可参与菁英会日常交流及活动等，并可获得主办方及共建机构的各项支持，详情请见“平台机制”。
Members of SRYC can participate in daily communication and activities organized by hosts and partners and receive support from them. More details are in the next part.
2.会员可申请菁英会主办方及共建机构提供的多个项目，如奖学金、中国城市免费游、海外交流基地参观等，秘书处将及时在“丝路青年梦想汇”微信公众平台及会员联络群发布项目信息。
Members of SRYC can apply for different projects provided by hosts and partners including but not limited to scholarship, free Chinese city tour, exchange opportunities to foreign bases and so on. The Secretariat will publish the relevant information on “丝路青年梦想汇（si lu qing nian meng xiang hui）”Wechat Public Account and in group chat for members.
3.每名菁英会会员每年可推荐5名青年，申请加入菁英会，入会申请由秘书处受理。
Each member of SRYC may recommend five young candidates to apply for SRYC membership. Applications will be processed by SRYC Secretariat.
4.会员可申请成为菁英会组别和区域代表，负责秘书处与会员间的日常联络。
Members of SRYC can apply to become SRYC group and regional representatives who are responsible for daily contact between the Secretariat and the members.
平台机制
Platform Mechanism
The routine of SRYC includes but not limited to the followings:
1. 推送新闻简报
秘书处每个月通过“丝路青年梦想汇”公众号向会员和有关方面推送《菁英会新闻简报》，向会员通报“一带一路”倡议发展情况，介绍菁英会相关活动情况。
News bulletin
The Secretariat will send SRYC News Bulletin to members and relevant parties to shed the light on the Belt and Road Initiative developments and share SRYC news as well as opinions and suggestions from members and partners.
2. 组织活动
邀请会员及合作伙伴参与主办方定期举行会议、人文交流及团建活动。
Activities organization
Invite members and cooperative partners to participate in regular meetings, cultural exchanges and group activities.
3. 议题研讨
秘书处每月牵头提出“一带一路”相关议题，组织研讨，汇总解决方案。
Seminars
The Secretariat will propose issues related to BRI, organize seminars and summarize solutions.
4.支持成员和协作伙伴举办活动
秘书处了解会员及合作伙伴需求，在菁英会平台上协助推广相关优质活动。
Activities supports
The Secretariat will get to know the needs of members and cooperative partners and assist in promoting relevant high-quality activities in SRYC.
5. 提供实习就业和发展机会
提供协作机构实习就业和项目合作机会。
Career development opportunities
Provide internship, employment and project cooperation opportunities of collaborative institutions.
6. 筹办年会
每年结合“丝路青年梦想汇”活动召开一次菁英会年会，开展会员及合作伙伴的交流与联谊。
Annual Meeting
SRYC Annual Meeting will be held each year in conjunction with the program of “Silk Road & Young Dreams” to provide communication and networking opportunities among SRYC members and partners.
7. 引进优质合作资源
菁英会欢迎热心支持“一带一路”青年交流与合作的有关各方成为菁英会协作伙伴和支持机构，为促进平台发展建言、出力。
Introduce resources for better cooperation
SRYC sincerely welcomes all individuals and organizations with the commitment to the youth exchange and cooperation among the Belt and Road countries to become SRYC partners, whose ideas and actions are highly important for the sustainable development of SRYC.
